1. Sketch of the property - A sample of the existing cadastral regulation plan of the town or neighborhood with the plot and its given size. Issued by the municipality within 14 days. The fees are set by municipalities. For obtaining a sketch of the property the following documents are submitted:
-application form
-copy of proof of ownership
-heirs certificate (if required)

2. Design Visa – a copy (sample) of the detailed development plan of the town or neighborhood with the plot and its given size and its neighboring plots.

The design visa is required to initiate the design and to obtain output data from the utility companies on the electricity, water, sewage, etc.

On it the existing buildings and structures on the land estate and the neighboring plots are indicated, as well as the construction lines and permissible heights. Technical and economic parameters which are to be observed are identified - density and intensity of construction, minimal planting and building height. The permissible deviations from the applicable standards for existing buildings or monumental buildings are recorded on the design visa. In cities and parts of cities set for low construction with an existing regulation plan designing may start based on a visa, which indicates the requirements for construction according to current regulations, if the pattern of development is not changed and only with a free and associated construction between two plots. For the technical infrastructure (roads, water, etc.) a visa is not issued.
It is issued by the chief architect of the municipality within 14 days. For obtaining a design visa the following documents are submitted:
- application form
- copy of proof of ownership
- sketch of the property
- a reasoned proposal (if required)

The sketch of the property and the visa are valid - 6 months after issuance. For an extension of that period the plot and the visa can be certified in the „Cadastre" management at the municipality.
For certification the following documents are submitted:
-application form
-copy of proof of ownership
-original plot or design visa.
3. Preliminary contract with a power company - The document is called "Application for the study of conditions for connecting to the electric grid." Deadline for response is within 30 working days. Fees are determined by the respective EDC. The required documents are:
- application form
- design visa or approved by the Municipality Detailed plan (under Art. 140 and Art. 150 of the SPA) and an order that it is in force;
- proof of ownership or right of possession of the property.

4. Preliminary contract with a "Water Supply and Sewage" company - The document is called "Initial data for the design of a construction site", issued within 30 working days. The fees are set by the company. The required documents are:
- application form
- a visa with a mapped underground cadastre (where applicable)
- proof of ownership or right of possession of the property.
5. Required documents for the registration of a construction of the fifth category and the issuance of a certificate of its commissioning into service:
It is not permitted to use buildings or parts of them before they are put into commission by the competent authority. A certificate of commissioning requires the following documents:
1. Written request.
2. Proof of ownership.
3. Final report of the person exercising construction supervision, accompanied by a certificate of authorization.
4. Building permit.
5. Protocol for determining the building line and level.
6. Certified order book.
7. Act 14 for allegiance to construction.
8. Ascertainment act under Art. 176, Para. 1 of the SPA for establishing the acceptability of the construction.
9. Documents attesting the conformity of construction products invested.
10. Document from the Cadastre Agency implementing the requirements of Art. 175 Para. 5 of the SPA.
11. Executive documentation.
12. Contract with the utilities.
Legal basis for the issuance of the certificate is Art. 177, Para. 3 of the SPA, which states that within 7 days of receipt of the request the authority, issuing the construction permit, after checking the completeness of the documents, registers the construction as operational and issues a certificate of commissioning.
